Our former member, Jill Kent passed away unexpectedly on July 28, 2022. Her obituary is posted on our NCAC Facebook page. Jill was a long standing member of ISA and touched many lives. As per her family's request, a donation to Rotary International was sent from our chapter ($200.) and I sent a sympathy card to her family from our group.

In Memoriam Jill E. Kent, longtime member of the ISA and NCACISA Chapter

JILL E. KENT OBITUARY

Jill E. Kent, of Washington D.C. and McDaniel, Maryland, passed away unexpectedly on July 28, 2022, at the age of 74.


Above all, Jill lived a life of service, accomplishment, and loving kindness toward everyone.


Jill, a native of Detroit, Michigan, began her government career in the Vista programs, moving to the executive office of the President and, later, to the Department of Treasury where President Ronald Reagan appointed her as Assistant Secretary of the Treasury for Finance and Management. President George H.W. Bush then appointed her the first Chief Financial Officer of the U.S. State Department. In addition, she served as Acting Under Secretary of State for Management. Her State Department assignments were featured in the Prune Book, being among the most difficult in the federal government.

After leaving government, Jill worked with the George Washington University (GWU) Health System as its Chief Financial Officer. After GWU closed its medical center, Jill became CEO of Atlantic Threadworks Inc., a promotional products company in Annapolis, MD. She then earned a degree in appraisal and connoisseurship studies and was active in recent years as a fine arts and personal property appraiser and owner of the Educated Eye Appraisals and Frogeye Company Antiques.

A noted author, Jill received the National Best Authors Award for her work "Folk Art for Appraisers." Her other awards included distinguished service awards from the Department of State, the Department of the Treasury, and the Association of Government Accountants for her authorship of a work on the Chief Financial Officers Act of 1990. She was named one of the Top 40 Performers Under 40 by Management Magazine and was a lecturer on various topics at the University of Maryland and George Washington University. For her work with the elderly, she was named Volunteer of the Year by Arlington County, Virginia.

Jill served on the board and as an officer of the China Foundation, which provided health and educational services to the poorest rural communities in China. She was the official reporter of several major programs in Beijing and Taipei addressing public health issues in modern China. She also served on the Board and as an Executive Committee member of the Washington Bach Consort, the Rotary Club of Washington, and other charitable institutions, and was active with the Ronald Reagan Institute which selected her to present in the 40 at 40 Program recalling her years working in the Reagan Administration and its accomplishments.

Past president of Executive Women in Government, Jill was also active with THIS for diplomats, a service organization assisting diplomatic families adjusting to life in the US.

Jill received a Bachelor's degree in art history and classical studies from the University of Michigan, and her law degree and Master's Degree in Taxation from George Washington University.

Jill is survived by her loving husband of 44 years, Mark E. Solomons of Washington, DC, and McDaniel, Maryland; her mother Grace Kent and sister and brother-in-law Joan and Dan Kvitka, all of Portland, OR; and many dear friends throughout the world. She was predeceased by her father, Sy Kent.

A Memorial Service will be held at Temple B'Nai Israel, Easton, Maryland, October 9, 2022, at 1:30 p.m., in-person and by Zoom.

Francine Pamela Proulx

January 2, 1944 - April 14, 2019
On Sunday, April 14, 2019, Francine Pamela Proulx passed away at the age of 75. Francine was born on January 2, 1944 in Washington, D.C. and grew up in Arlington and Falls Church, VA. She graduated in the first class at Bishop Denis J. O’Connell (Arlington, VA) in 1961 and graduated from the Dumbarton College of Holy Cross in Washington, D.C. She received her Master’s Degree from Virginia Tech in Marriage and Family Therapy. 

Francine had a prolific career. She started her career at NBC in Washington D.C. and then worked as a personal assistant to Nancy Dickerson, one of the first female television pioneers. She was the Executive Director of American Women in Radio and Television, Assistant Executive Director for Programs & Development at Hopkins House, Membership Director for American Association for Marriage and Family Therapy and Associate Director for Campaign Finance Institute. 

She always had a passion for decorative arts, paintings, and jewelry and she obtained two post-graduate Certificates from George Washington University in Appraisal Studies and Connoisseurship. 

In 2001, she started her appraisal consulting business, Art/Antiques Information Resources, and she was an Accredited Senior Appraiser with the American Society of Appraisers and an Accredited Member of the International Society of Appraisers where she also served as a member of the Board and chaired the Specialty Studies Committee. She was a contributing writer to The Journal of Advanced Appraisal Studies and other publications and lectured at many seminars and conferences. She took great pride in devoting herself to mentoring student appraisers. 

She was preceded in death by her parents, Alfred C. Proulx and Elizabeth Grignon Proulx, and nephew, Eric S. Burke. 

She is survived by her older sister, Andrée P. Burke and younger brother, Alfred C. Proulx, Jr., and sister-in-law, Monica Proulx. She was loved by many nieces and nephews, Brennan B. Burke (Renée); Robin Burke Zahory (Bob); Kevin P. Burke (Marilyn); Joshua Proulx (Jackie); Caleb Proulx (Zina); Gabriel Proulx (Alexia); Jonathan Proulx (Kari); Benjamin Proulx (Brittany), along with many great-nieces and nephews. 

Throughout her life she loved to travel around the world including Europe, Australia, New Zealand, Thailand, Hong Kong, and more. In 1968, she represented the State of Rhode Island as a Cherry Blossom Princess. Her marriage to Douglas Shackleton ended in divorce. 

Her funeral service will be held on Tuesday, April 23 with visitation starting at 9:30am followed by a funeral service at 10:00am and a Christian burial at 11:00am at Fairfax Memorial Park, 9902 Braddock Road, Fairfax, VA 22032. Flowers may be sent directly to Fairfax Memorial Funeral Home.
Remembrances
 I think an appropriate remembrance would be for members and anyone else who would like to contribute, in lieu of flowers, a donation to the Foundation for Appraisal Education. If agreed upon, I will collect any donations at the next meeting and also by mail (Maureen Winer, 17 Tanner Court, Baltimore, MD 21208). You can write the check directly to the Foundation and I will send it to them with her memorial information. It would be great if we could provide a $500 - $1,000 donation for a scholarship in her name. I also believe a memorial on our webpage would be a kind tribute.
